When I first got an electric bike a few years ago, I spoke with a police officer about riding on the boardwalk. He said they were more concerned with behavior than the bike itself " speeding or dangerous operation. The pedestrians always have to be safe even if they were walking on the bike path. I hope when the Virginia Beach City Council makes the rules they will consider the behavior that got them to this point. Speed limits and age restrictions could work. That has led to some massive investments we pay for. The problem is that unlike normal investments few, if any, provide the citizens with a return. The old system all but ensures three to four automatic "in-pocket" votes for massive projects. The 10-1 system will require all projects to provide cost-effective benefits. I prefer a council member to begin remarks with "my people think" rather than with "my major contributor thinks."
